The monitoring and evaluation system is an integral part of the national strategy. It makes it possible to assess the performance of the program and to guide decision-making based on evidence. It is in this sense that a mechanism is put in place to ensure the collection of data using standardized tools. The various supervisions carried out as well as the periodic analysis of the data revealed a certain number of shortcomings on:- Understanding the instructions for filling in collection tools;- Mastery of data quality audit methods;- Understanding of the Cascades of 95-95-95;- A high rate of staff turnover involved in data management.
